Job Description:

This position manages all day-to-day team operations of the Office of Export Controls Compliance, to include institutional compliance with laws and regulations related to export control, international trade and technology transfer. Serves as a subject matter expert for the university community on export control and international trade laws and regulations and as an Empowered Official and authorizes licensing activities in accordance with UCF Policy 4-209.

Responsibilities for this position include the following:

  • Provide guidance to faculty, staff and unit administrators.

  • Perform independent advanced regulatory/legal research on issues related to export controls and manages the day-to-day operations related to of the University's export control compliance program. Works directly with the University community to implement institutional-wide export control policies and procedures.

  • Consult with the Associate Director to author and issue guidance to faculty, staff and students related to export control requirements. Assists with the development of Export Compliance policies, procedures, and related forms. Develops and provides training concerning export control regulations to the university community.

  • Conduct export assessments of research and non-research related activities under supervision to include participating in research, determination of classifications of technologies, provide guidance, and conduct post approval monitoring.

  • Manage the development of technology control plans and assist in the development of other security plans and security requirements. Monitor compliance with export control security plans.

  • Prepare and submit license applications or other UCF requests for exports to federal entities. Assist with OFAC compliance related to country embargoes.

  • Provide regulatory and compliance advice related to the International Traffic in Arms Regulations, the Export Administration Regulations and the Office of Foreign Assets Control Foreign Assets Control Regulations and Sanctions, Department of Energy Regulations and Federal Acquisition Regulations.

  • Review University agreements and suggest contractual language modifications to those agreements and analyze any export control implications. Agreements include, but are not limited to, research agreements, memorandum of understanding, sole source purchase agreements, Non-disclosure Agreement and Material Transfer Agreements.

  • Manage staff making immigration related export certifications; assisting with denied parties screening; reviewing shipments and technology transfers, and performing record-keeping functions.

  • Manage and input acquired record keeping data into UCF export control databases. Manages and updates the content on the UCF Export Control Compliance Website.

  • Maintain a minimum of an active Secret Clearance. U.S. Citizenship is required due to the confidential nature of the technical data and technology accessible to this position. Performs miscellaneous job duties as assigned.

Work Schedule:

Monday – Friday; 8:00 AM – 5:00 PM. Schedule may vary as required.

$75,809 - Negotiable

Minimum Qualifications:

Bachelor's or Master's degree and 4+ years of relevant experience.

Preferred Qualifications:

  • Ability to perform advanced legal research and independently interpret and apply laws, regulations, and policies to an assortment of compliance scenarios.

  • Bachelor’s Degree in science, engineering, computer science, public policy or law and five years of direct experience in the area of export controls highly preferred.
