Job Description:

This position will drive operational excellence initiatives across the Arecibo Observatory site. This includes improvements to the operational cadence, development/improvement of site processes, metrics and resource allocations. The position will serve as a project manager for strategic collaborations and business initiatives.   It will be responsible for ensuring the development and implementation of process and infrastructure in support of the leadership team's vision.

  • Establishes and drives operational excellence performance metrics (and monitoring) across multiple programs.
  • Facilitates cross-functional teams focused on single business processes with limited integration/impact with other processes.
  • Supports leadership in the strategic intent and directional focus of large facilitated meetings and events.  Facilitates effective structural process and product team meetings with appropriate use of process methods and tools.
  • Assist in the preparation of meeting materials and recording and communicating the results and the future actions. 
  • Develops and implements new processes to ensure optimization of facility deliverables across multidisciplinary teams.
  • Demonstrates familiarity and use of project management and/or Program Management Best Practices tools necessary to assist project leaders.  Supports the team by collecting task status and creating visibility materials of project, as required. 
  • Assist in efforts to identify opportunities to eliminate, consolidate and/or simply process documents.  Assists with coordination of reviews, assessments and audits of business process documentation, as required.
  • Conducts research on complex problems and assist with the evaluation of organizational issues.
  • Develop and maintain technical and management reports to comply with program requirements.  Summarizes and reviews documentation and develops informational or technical materials.
  • Develop and maintains the project schedule, monitors and tracks execution of the plan.
  • Provides comprehensive status on reports on programs, tasks and collaborations.
  • Generates data and information solutions to improve quality, cost and delivery.        
  • Collects, analyzes and documents requirements from process owners.  Applies basic process, data and applications/systems architecture.
  • Engages external customers to drive new collaborations.
  • Other duties as assigned.

The Arecibo Observatory, located near the town of Arecibo, Puerto Rico, is a world-class observational facility allowing for cutting-edge space research and education. The observatory hosts one of the world’s largest and most powerful single-dish radio/radar telescopes, and gathers information about planets, moons, asteroids and comets.  The Arecibo Observatory is currently operated and managed by University of Central Florida in partnership with Sistema Ana G. Mendez Universidad Metropolitana (UMET) and Yang Enterprises, Inc under a cooperative agreement with the National Science Foundation (NSF). Minimum Qualifications:

Bachelor's or Master's degree and 4+ years of experience.

Preferred Qualifications:

  • Ability to manage multiple projects simultaneously.
  • Experience developing performance metrics and performing process improvement.
  • Excellent knowledge of MS Office.
  • Proficiency in Spanish is a plus.
  • Exemplary planning and time management skills.
  • Skilled utilizing project management tools (i.e. M.S. Project)
  • Knowledge of Lean/5S methodology a plus.
  • Knowledge of business and contracting under federal funding requirements.
  • Proven leadership skills.
  • Experience managing or working with National Science Foundation (NSF) large facilities a plus.
