The Opportunity:

The Strategic Campus Planning Department within Facilities and Business Operations is seeking to hire a Supervisor, Parking Enforcement. This role is responsible for supporting the Parking Enforcement and Special Events Coordinator in maintaining fair and equitable parking through consistent enforcement of established Florida statutes, as well as local and state ordinances. The position ensures university parking lots and garages are properly patrolled to verify vehicle compliance with UCF’s parking regulations. Additionally, the supervisor monitors ongoing daily events, communicates relevant information to the parking enforcement team, and provides assistance to the campus community by offering directions and vehicle support services.

Responsibilities:

  • Assist in overseeing parking enforcement operations for all UCF-owned properties to ensure compliance with the university’s virtual permitting system.

  • Provide direct supervision to OPS parking patrollers.

  • Manage and assign enforcement zones to maintain consistent coverage across all lots, garages, and specialty parking spaces.

  • Develop and distribute employee work schedules.

  • Oversee the training and orientation of newly hired parking enforcement staff to ensure accurate and consistent information is provided.

  • Assist in developing and maintaining training manuals for new employees.

  • Conduct safety checks during motorist assists to ensure adherence to departmental procedures.

  • Ensure all mobile and static License Plate Recognition (LPR) cameras are operational and coordinate issue reporting with the vendor.

  • Serve as the point of contact for scheduling the troubleshooting of enforcement-related systems.

  • Monitor staff performance by reviewing the enforcement system records every week.

  • Audit issued citations and submitted waivers for accuracy and compliance.

  • Maintain the enforcement vehicle fleet and regularly review vehicle inspection forms submitted by staff.

  • Serve as the first point of contact for parking enforcement-related complaints.

  • Assist with hiring processes, including completing HR paperwork, managing applicants, scheduling, and participating in interviews.

  • Research and register the department for parking-related training opportunities.

  • Complete required Emergency Operations Center (EOC) training and provide support during emergencies or campus setup.

  • Ensure parking enforcement personnel complete all required FEMA and Critical Personnel training.

  • Maintain and restock monthly inventory of enforcement supplies, including LPR equipment, motorist assist tools, immobilization devices, and ticketing equipment.

  • Conduct routine patrols of UCF-owned parking lots and garages to ensure consistent enforcement and adequate coverage.

  • Issue parking citations and initiate towing for illegally parked vehicles in restricted areas, including 24-hour reserved spaces and football game day zones.

  • Provide directions and general parking assistance to the campus community.

  • Report suspicious vehicles or unsafe activity in parking areas to the UCF Police Department.

  • Maintain compliance with Environmental Health and Safety (EHS) policies and promote workplace safety.

  • Verify valid driver’s licenses for all enforcement personnel operating patrol vehicles.

  • Assist with workers’ compensation procedures and documentation when necessary.

  • Ensure all staff complete the required HR training.

  • Schedule and oversee staff participation in annual parking lot counts and capacity reporting.

  • Review and approve employee timesheets on a bi-weekly basis.

  • Support event operations by monitoring traffic flow and supervising staff during UCF football games, commencements, and other major events.

  • Assist in reserving parking lots, garages, or spaces for special campus events.

  • Coordinate staff coverage scheduling for large-scale events.

  • Perform other duties as assigned.

Minimum Qualifications:

High School Diploma or Equivalent and 2+ years of relevant experience. Or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6)

Preferred Qualifications:

  • Knowledge of parking management systems, including License Plate Recognition (LPR) technology and virtual permitting systems, and familiarity with Florida statutes and local ordinances related to parking enforcement.

  • Experience developing and delivering staff training.

  • Experience supervising parking enforcement or public safety personnel in a university or large campus environment with demonstrated ability to lead and manage a team effectively.

  • Associate’s degree or higher in Public Administration, Criminal Justice, Business, or a related field.

  • Four years of relevant experience in parking enforcement, public safety, transportation services, or a related field; or an equivalent combination of education and experience.

  • Proficiency with computer systems and Microsoft Office applications.

  • Strong organizational and analytical skills with attention to detail.

  • Knowledge of workplace safety and emergency response procedures.

  • Strong communication and interpersonal skills.

Health Assessment Required:

UCF policy requires completion and passing of a physical exam for this position.

Special Instructions to the Applicants:

The anticipated hourly range for this position is $17.64 to $21.61. The final rate will be determined based on the candidate's qualifications, experience, and internal equity considerations.

This is an Auxiliary (AUX) funded position. Employment is subject to availability of funding and may cease at the time funding for this employment is depleted.

Position requires a valid Class E driver’s license. The position may involve driving to various locations on and off campus to conduct University business.
