The Opportunity:
The Utilities and Energy Services Department within Facilities and Business Operations is seeking to hire a Utilities & Engineering Planner III. This role is responsible for improving workforce productivity and work quality by effectively planning and coordinating labor, materials, tools, equipment access, documentation, and other resources needed to complete assigned work. The position also ensures efficient use of available manpower by organizing and scheduling work activities, as well as coordinating with subcontractors and internal teams to successfully complete projects.
Responsibilities:
Develop and provide complete planned work packages for the Utilities and Energy Services (UES) team by maintaining accurate data in the CMMS, including work status, costs, schedules, and details.
Prepare work packages that include cost estimates, labor hours, required skills, materials, tools, permits, safety checklists, and inspection requirements.
Create purchase orders and scopes of work for contractor-performed projects in compliance with UCF purchasing guidelines.
Develop and manage project schedules that coordinate activities among work groups, trades, vendors, customers, the UCF Building Department, state inspectors, and other stakeholders.
Coordinate and schedule utility and equipment shutdowns necessary for project completion.
Analyze and forecast manpower availability, track work progress, and prepare reports on planned work status and completion.
Prioritize and categorize work backlog to ensure timely and efficient project execution.
Collaborate with UES Engineering to produce weekly and monthly work forecasts and resource allocation reports.
Support the Senior Director of UES Engineering in implementing facility condition assessments (FCA) and needs analysis programs to manage asset risks and improve operational efficiency.
Conduct facility inspections, assess asset conditions, and provide deficiency reports with recommendations to leadership.
Review work packages for accuracy and completeness, ensuring compliance with UCF standards, safety regulations, and applicable policies.
Inspect contractor work for quality, scope fulfillment, and adherence to UCF standards before work order closure.
Lead customer work review meetings using planning documentation and progress reports; serve as a liaison between customers and service providers.
Provide data and insights to leadership to improve the ratio of planned work to unplanned work.
Maintain and update the facility condition assessment tracking system to align with the University Master Plan.
Support UES Engineering, facility managers, and project managers by ensuring scopes of work reflect FCA recommendations and accurate replacement costs.
Assist with developing life cycle forecasts for university facilities and infrastructure.
Perform other duties as assigned.
Minimum Qualifications:
Bachelor's or Master's degree and 6+ years relevant experience. Or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6).
Preferred Qualifications:
5+ years of experience in maintenance or engineering planning within utilities, energy services, or large-scale facilities operations.
Experience using a Computerized Maintenance Management System (CMMS), such as AiM or a comparable platform, for planning, scheduling, and tracking maintenance activities.
Effective written and verbal communication skills with the ability to collaborate across departments and with external vendors; Confidently present Facility Condition Assessments (FCA) data and insights.
Knowledge of maintenance planning principles, work order systems, and resource scheduling.
Strong organizational, analytical, and problem-solving skills with the ability to manage multiple priorities.
Experience using TRIMBLE software for project data management.
Bachelor’s degree in Mechanical, Electrical, or Industrial Engineering or a closely related discipline.
Proficiency with Microsoft Office Suite (Excel, Word, Outlook, Project) or equivalent tools.
Experience developing and implementing Facility Condition Assessments (FCA) or asset management programs.
Knowledge of University or public-sector facilities operations, including compliance with state and local building codes and inspection requirements.
Familiarity with UCF’s purchasing guidelines or similar procurement policies.
Experience in preparing cost estimates, life cycle forecasts, and resource allocation reports.
Certification in maintenance planning or reliability (e.g., Certified Maintenance & Reliability Professional – CMRP, Project Management Professional – PMP, or equivalent).
Special Instructions to the Applicants:
The anticipated salary range for this position is $64,518 to $88,713. The final salary will be determined based on the candidate's qualifications, experience, and internal equity considerations.
This is an Auxiliary (AUX) funded position. Employment is subject to availability of funding and may cease at the time funding for this employment is depleted.
Position requires a valid Class E driver’s license. The position may involve driving to various locations on and off campus to conduct University business.
