Office of International Collaboration and Export Control:
The Office of International Collaboration and Export Control supports the UCF community by assisting with regulatory and institutional compliance requirements related to export control and mitigating the risks related to inappropriate foreign influence.
The Opportunity:
The International Collaboration Manager oversees the day-to-day teams operations of the Office of International Collaboration and Export Control, to include institutional compliance with laws and regulations related to foreign influence and foreign engagements. This position serves as a subject matter expert for the university community on foreign influence laws and regulations and UCF policy requirements related to foreign engagements. This position utilizes intermediate knowledge of both federal and state regulation and policies related to foreign influence, and U.S. export control laws.
Responsibilities:
Manages staff conducting foreign influence assessments, including, but not limited to, agreement reviews, conflict of interest disclosure reviews, foreign influence screenings, sponsored account reviews, travel reviews, visa reviews, volunteer reviews, and reviews those foreign influence assessments and make certain risk determinations.
Conducts foreign influence assessments and internal investigations, including, but not limited to, agreement reviews, conflict of interest disclosure reviews, foreign influence screenings, sponsored account reviews, travel reviews, visa reviews, volunteer reviews, and possible violations of U.S. foreign influence regulations and UCF foreign influence policies and procedures.
Performs independent advanced/intermediate regulatory research on issues related to foreign influence. Works directly with the University community to implement institutional-wide foreign influence policies and procedures and provides regulatory and compliance advice related to foreign influence to the University community.
Consults with the OICEC Director to author and issue guidance to faculty, staff and students related to foreign influence requirements. Assists with the development and implementation of foreign influence policies, procedures, and related forms.
Monitors compliance with UCF’s foreign influence program.
Manages and input acquired record keeping data into appropriate OICEC databases.
Conducts training sessions for UCF faculty, staff and students related to foreign engagement activities and cross train with the export control team.
Performs miscellaneous job duties as assigned.
Minimum Qualifications:
Bachelor's or Master's degree and 4+ years of relevant experience or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6).
Preferred Qualifications:
Direct experience in export control, foreign influence, or research compliance programs.
1+ year of experience supervising or leading professional staff performing compliance, regulatory, or risk-based reviews.
Experience reviewing, drafting, or negotiating international agreements or research-related contracts.
Experience working within a research-intensive university or complex higher education environment involving export control, foreign influence, or research compliance programs.
Experience developing and delivering compliance-related training to colleagues and institutional stakeholders.
Master's degree in science, engineering, computer science, public policy, law, international affairs, or similar field.
Experience conducting restricted party screenings using compliance screening platforms (e.g., Visual Compliance or similar tools).

The anticipated salary range for this position is $75,809 - $94,761. The final salary will be determined based on the candidate's qualifications, experience, and internal equity considerations.
