The Opportunity:
The Senior Assistant Vice President for Budget Planning and Analysis (SAVP) reports to the Senior Vice President for Administration and Finance and Chief Financial Officer and is responsible for overseeing the development of the university's $2.3 billion operating budget in compliance with all federal, state, or other regulations. The position is responsible for resource planning, developing, and implementing policies and procedures supporting the development and administration of the university budget and supporting effective stewardship of the university's financial resources.
The SAVP provides decision-making support analyses to the Chief Financial Officer and the university’s executive and academic leadership to optimize the strategic allocation of university resources. The SAVP is responsible for collaborating with college-and division-level Finance/Budget Directors to ensure consistent and timely reporting of budget and other financial information necessary for reporting and decision-making. The position staffs the University Budget and Central Support Unit Allocation Committees.
Responsibilities:
Overseeing the resource planning, development, and administration of the university's annual budget and its approval by the University Board of Trustees in compliance with board procedures and deadlines requiring current knowledge of reporting and system requirements mandated by the legislature and Board of Governors.
Serving as strategic advisor to the Chief Financial Officer and offering recommendations related to formulating and administering university budgets.,
Preparing high-level and complex ad hoc financial analysis, modeling, and dashboards for university leadership and the Board of Trustees. Analyses and reports include a monthly Management Discussion and Analysis (MDA) report for senior leadership, and a quarterly financial update for the university’s Board of Trustees.
Providing operational and financial guidance to university leadership and Finance/Budget Directors as it relates to the resource planning, preparation, and execution of budgets.
Providing the projections and assumptions necessary for colleges and divisions in their preparation of individual annual plans. This includes monitoring the budget throughout the fiscal year and analyzing both the causes of unexpected budget variances and budget projections to guide and support effective fiscal stewardship by university leadership.
Overseeing the development of budget-related training for campus personnel to enhance understanding and fiscal management.
Leading the Budget Planning and Analysis Office including developing annual work plans for and mentoring staff.
Supporting the Chief Financial Officer to stand in and serve as liaison between the university and the Board of Governors, state agencies/departments, and other organizations on budgetary and regulatory matters. Representing the university on State University System (SUS) or state committees for budget and finance professionals.
Minimum Qualifications:
Bachelor's or Master's degree and 12+ years of relevant experience with at least 5+ years of leadership experience or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219. Click here for more information.
Preferred Qualifications:
Financial Planning and Analysis Skills
A record of progressive responsibility and experience in accounting, budgeting, finance, or fields related to the duties of the position.
Ability to lead budget planning and analysis to support decision-making across multiple levels of a large and complex organization with ambitious goals for growth and innovation.
Ability to come up to speed quickly on the University’s existing and evolving budgeting processes and educate a wide range of stakeholders on how emerging changes will impact their budgets.
Ability to construct and present analyses in ways that inspire trust and confidence in the data.
Communication Skills
Exceptional communication skills and the ability to explain complex budget processes and the implications of budgeting decisions in language that is clear, compelling, and understood by a wide range of stakeholders without backgrounds in finance and accounting.
A high degree of effectiveness both in delivering formal presentations to high-level audiences (including the governing board of UCF) and exchanging information in more informal contexts.
Collaboration, Leadership, and Interpersonal Skills
Strong interpersonal skills and the ability to work effectively with stakeholders in many different roles, including the governing board; the staff of the Budget Planning and Analysis Office; the provost and members of the provost’s cabinet; deans; associate deans; and leaders of individual academic units.
Confidence in one’s area of expertise combined with a teachable spirit, genuine interest and openness to perspectives and experiences of individuals in other roles across the University, and a collaborative approach to leadership.
Ability to implement and manage large-scale projects and change management activities and exhibit a degree of diplomacy when working collaboratively with diverse interest groups to achieve organizational objectives.
A high level of comfort with ambiguity and change.
Ability to build, mentor, and retain a high-performing Budget Planning and Analysis Office team and promote team unity while supporting individual team members’ professional development.
Credentials
A master’s degree or professional certification and/or license (e.g., CPA), or similar credentials related to the position’s duties.
